IRU calls for moratorium on Loi Macron controls in international road transport

IRU submitted more than 40 legal and practical questions to the French administration on Loi Macron in order to inform our members.

 

IRU calls on French authorities to postpone implementation of Loi Macron as essential requirements for compliance by road transport operators are still not available. European Commission urged to support postponement until legal clarity established.

 

IRU has called on French authorities to introduce a moratorium on Loi Macron enforcement for international transport operators as of 2 July 2016.

 

With only two weeks to go before the law enters into force, road transport operators lack any kind of practical information on how to comply with it. The Loi Macron includes obligations for operators to register, appoint a representative in France and calculate the minimum wage. French authorities have as yet not even published the necessary registration forms.

 

IRU urges EU Member States and the European Commission to support this postponement until legal clarity is established, information is provided to the sector, and an adaption period is granted.

 

“Already in March 2015, more than one year ago, we voiced our concerns about the practical implications of Loi Macron if the implementation is not thoroughly explained, in consultation with the industry,” said Michael Nielsen, who leads IRU’s work in the EU.

 

“Two months ago, IRU submitted more than 40 legal and practical questions to the French administration on Loi Macron in order to inform our members. Until today this IRU request remains unanswered.”

 

“It is completely unacceptable to impose these obligations, without first thoroughly informing those who will be responsible for complying with them, especially noting that hauliers face a € 500,000 fine if found guilty of not complying with the rules.” Read more
